1 divided by 1 is 1, 2 divided by 2 is 1 ,then why infinity divide by infinity is undefined?

Because infinity is not a number but is a concept.
 
There are many different forms of infinity. For instance:
 
As x tends to infinity, \frac{x}{x} becomes \frac{\infty }{\infty } and the limit is 1.
 
However, as x tends to infinity, \frac{2x}{x} also becomes \frac{\infty }{\infty } but the limit is 2.
 
Hence, the value of \frac{\infty }{\infty } depends on the size of each infinity.
